A DC newcomer that’s all Art Deco pizzazz, retro panache and playful swankiness. Riggs is elegant and expert, but doesn’t take itself too seriously. What it lacks (a pool, and perhaps a little polish), it more than makes up for in character, charm and excellent cocktails.
